Under the leadership of Pastor Alan H. Siggelkow, members of Beautiful Savior Lutheran Church, who lived on the south side of Fort Wayne, conducted a canvass in the summer of 1974. The initial organizational meeting was held on September 21, 1975 and a second organizational meeting was held on March 28, 1976. A request to the Wisconsin Evangelical Lutheran Synod's Home Mission Board (the second of which was made) for exploratory status was granted on May 12, 1976.

By November of 1976, under the Lord's blessings, the small flock, worshipping in a rented room at a YMCA, was granted mission status.

In 1977, Candidate Donald Thompson was assigned to serve Holy Scripture. Pastor Thompson was ordained and installed in a special service on July 10, 1977.

In October of 1978, the congregation purchased three-plus acres of property, across from a growing subdivision and just down the road from a new city high school. For a possible Lutheran Elementary School, additional acres adjacent to the property were later purchased making a total of nearly seven acres.

In 1979 Pastor Thompson accepted a Divine call to Crown Point, Indiana. During the one-year vacancy Pastor Harry Bartels of Beautiful Savior served Holy Scripture.

On June 14, 1981, ground was broken for the building of a Worship Education Fellowship (WEF) unit. That same summer, by the Lord's blessing, another Seminary graduate was assigned to serve the mission congregation. Candidate Glenn Schwanke was ordained and installed on July 19, 1981.

On November 8, 1981, the first permanent facility of Holy Scripture was dedicated.

In January of 1989 Holy Scripture became a fully self-supporting congregation. Due to the fact that membership growth was straining the capacity of the WEF unit, plans for a sanctuary to seat 250 were drawn. Members did much of the building themselves. On September 16, 1990 the new sanctuary was dedicated.

A preschool was opened in September 1995. Member, Karen Manges, was called as its teacher.

An addition to the fellowship hall, adding two new classrooms, was dedicated on June 2, 1996. One of the classrooms was used by the preschool, the other for Sunday School. The expansion also enlarged the fellowship hall by 50%.

In July 1996, Pastor Schwanke accepted a call to Peace Lutheran in Houghton, Michigan. Pastor Thomas Speidel of Beautiful Savior, filled the 10 month vacancy assisted by a member Pastor Robert Becker.

In February of 1997 Missionary Curtis Golm accepted the call to serve Holy Scripture and was installed on June 1, 1997.

In January of 2006 Pastor Golm left Holy Scripture. Members of the congregation managed the 6 month vacancy by themselves, conducting worship services with sermons sent to them by surrounding pastors.

In 2006, Candidate Paul Jansen was assigned to serve Holy Scripture. Pastor Jansen was ordained and installed in a special service on July 9, 2006.

In August of 2014 Pastor Jansen accepted a call to serve St. Michael's Lutheran Church in Fountain City, WI.  The congregation filled the 10 1/2 months vacancy with the retired Pastor Douglas Hartley part time and the remainder by the elder conducting  worship services with sermons received from surrounding pastors.

In May 2015, Candidate Nathanael Brenner was assigned to serve Holy Scripture.  Pastor Brenner was ordained and installed on July 19, 2015.
